You can then add Rdiffweb as suggested but you can also add latest'n'greatest version of rdiff-backup by e.g:

sudo apt install rdiff-backup-2.2

You can run it as rdiff-backup-2.2. If you want to be able to use this version as the default then change/create a symlink in /usr/bin.

Unfortunately Debian 10 comes with 1.2.8-7 and 2 rounds of distro upgrades are out of question for now.
