Indeed, I am inclined to agree. The fact that rdiff-backup doesn't produce any tracebacks, and can restore the file correctly, suggests that it is keeping track of the national characters correctly, and is able to access the files as such on the ext3 partition. rdiff-backup certainly isn't re-naming the files for compatibility during the transfer from NTFS to ext3.
Gregy, you probably have a display issue in your xterm or whatever you are using to view the filenames on Linux. I know this is the case on my Macs: if I backup a Unicode file on them, but then look in the Mac Terminal, I see ?'s, but if I look at the files through the Mac GUI, I see the Unicode characters.
