I don't know if they have a way to set up with rdiff-backup to their storage, but you might contact them and see if they can do a deal.
At the moment, I think it's only open to Dreamhost Web hosting customers, but at $9.95 for their basic hosting plan (which BTW gives you a couple hundred GB of Web space in itself which some people use to store files, plus a terabyte or more of download bandwidth), basically it would cost you $10/month to use their Files Forever service plus the one-time payment per GB.
They are marketing this as a service for content providers - they provide a mechanism for "loaning" and "selling" access to the files to other people. But they also say it can be used for archive storage of private files.
