Thanks for your bug report. (It should probably better be on the bug tracker.
But I don't know how to move it from this patch tracker to there now.)
I can confirm this bug. It is probably caused by the fact that "newplot"
changed the "currentaxes" in previous versions. But it no longer does so in
Octave 7. The function "stairs" still relies on the old behavior.
The attached patch should fix that.
It is probably worth checking all functions that use "newplot" whether they
still assume the old behavior, too.
