Follow-up Comment #2:

I'm assuming you installed Octave with the installer from the download page on
octave.org.

Does switching to "Software OpenGL" with the "OpenGL Switcher" in the start
menu make a difference? (Make sure that there is no running Octave while you
switch the OpenGL implementation.)
