please provide a bit more detail. some things that could provide
hints to a solution:
how did you install octave?
do you have any other issues running commands or is it only pkg list that
crashes octave?
what is the path of your octave installation and user profile folders and do
they contain any non-ascii characters?
Since this is on windows 11, do you know if you are using the new Windows
Terminal as default? can you check and if so try setting it to the (older)
Windows console host, instructions from Microsoft for that setting can be
found here:
