Follow-up Comment #18, bug #61812 (project octave):

Is your intent to define _XOPEN_SOURCE in the public octave-config.h header
file so that we are defining that for all users of the Octave libraries (we
tell people to include octave-config.h in their .oct file sources, for
example) or is this something we should only do for the Octave source files
using Octave's config.h file, probably by defining something in the
oct-conf-post.in.h file (stable) or oct-conf-post-public.in.h (default)?
