The extension we are using to archive this "protection"
https://www.mediawiki.org/wiki/Extension:ConfirmEdit#QuestyCaptcha
is to my knowledge not able to distinguish both use-cases, as editing in the
wiki is done using a single form with either previewing or submitting.
In case you know a better extension or mechanism, please let me know.
