[Octave-bug-tracker] [bug #55452] fopen() does not support encoding argument

Follow-up Comment #2, bug #55452 (project octave):

The attached patch reduces some duplicate code wrt the previous one by adding
new functions "octave::string::u8_from_encoding" and
"octave::string::u8_to_encoding".
It also adds support for codepages to "textscan".
