How about something like
timestamp() {
_TIME="${SOURCE_DATE_EPOCH:-$(date +%s)}"
if date --help 2>/dev/null; then src=-d@ ; else src=-r ; fi
date ${src}$_TIME +"%Y-%m-%d %T +0000"
}
Tested in linux, FreeBSD & Mac.
$ timestamp
2018-07-23 16:02:33 +0000
$ SOURCE_DATE_EPOCH=12345
$ timestamp
1969-12-31 19:25:45 +0000
