If by accident I do use the mousewheel on an instance of nano, I am glad that it moves the cursor, so that would be my vote.

By default (when the mouse mode is off) the terminal emulator seems to send key up and down commands. The only difference between it and the mouse mode is that my gnome terminal scrolls five lines instead of three.

I would like to say that the mouse mode of nano isn't practically of much use, partly because it doesn't work well with other applications e.g. when copying from an SSH window, and partly because it's less responsive, resulting in plusungood experience than the builtin selection feature of a terminal emulator.
