No.  To get rid of what has been an eyesore for a long time.
Smooth scrolling shouldn't have been togglable at all.  Toggles
are for things you want to use for a moment and then switch off
again.  When I hit upon a file with some long lines, I toggle
softwrap on for a moment so I can see the tails of the lines,
and then toggle it off again.  Sometimes I toggle linenumbers
on to see where I am in a file, then toggle them off again.
Sometimes I want automatic hardwrap for a bit of text, and then
switch it off again.  And a fairly new user may want the extra
screen space of --nohelp but may want to peek at the help lines
now and then for just a second.  And so on.

But when you want jumpy scrolling, you want to keep using it for
the rest of the session.  If it's not on, it means you forgot to
invoke nano with the right option or the right alias.

The --nonewlines option is not togglable either, and when you
have a file where you don't want the final newline, it means
you have to save and exit, restart nano with --nonew, remove
the final newline, and save and exit.  It's a bit of a hassle,
but not worth taking up a precious keystroke for a toggle.
