ChangeLog: 

The importing_cvs_with_tags_after_delete test case was triggered due to
very close timestamps. This is not what we want to test here. Instead
I've adjusted that test to feature a sleep between the two commits in
question.

To cover the rare corner case of a tag after file deletion between two
commits following very closely (i.e. differ by only few seconds), I've 
added a variation of the same test.
