ChangeLog: 

* cmd.hh, cmd_automate.cc, commands.cc, lua_hooks.cc: Explicitly tag
  groups of commands as such, instead of trying to determine that condition
  from the fact that the command has children or not.  Fixes an invariant
  failure when calling 'mtn user' on the command line, which is a group
  that is empty by default.
* tests/invoke_toplevel_group/__driver__.lua: Add a test for the above
  change to ensure that 'mtn user' returns a correct error message.
