Details:

In addition to ip_blocking_countries and ip_blocking_countries_block there
should also be another option(ip_blocking_countries_block_servers) which when
using those as white list country would not block servers who's ip does not
belong that list if true.

I'll better explain.
If I set up my mldonley to only allow connecting from/to PT, still allow
servers not in PT.
