Details:
StR: stop mlnet, introduce error in downloads.ini, start mlnet.
AcR: if mldonkey is started directly - error is printed to stderr, but if
mldonkey is started via some other utility that backgrounds mlnet process
(fork and close output channels) the error message is not displayed and it is
not present in the log (options parsing happens before opening log).
I think mldonkey should be able to daemonize itself or open logfile earlier
during initialization.
