Details:

Hello,

I'm wondering why haven't been added any more environment variable neither
parameter to the call to file_started_cmd although them have been added to the
call to file_completed_cmd .

This could be used, for example, on a user quota controlled system to ensure
users don't make lots of uncommited downloads and override the quotas (amongst
other uses such as mailing the sysadmin).

Hoping you can bear this request in mind for future releases:
