Hi,

core:

When I upgraded to above core, it appears that single chunk files (all the
ones I have are <400kB) will not be committed to incoming after download. 
This problem did not occur previously.

There are a couple of downloads from the donkey network which have been at
100% for hours and still will not move to incoming.  They all are rather
small (<400kB) and the chunks are set to 2.  Bigger downloads finished fine.
