Some time ago I wrote a patch for this problem:
http://download.berlios.de/pub/mldonkey/spiralvoice/patchpacks/prio_good_sources2.patch

This patch is included in 2-5-16u patchpack (and earlier versions).
Files with priority > priority_good_sources won´t loose sources, the 
file_priority has to be adjusted manually.
