Its not a bug, its a feature through patch 3297:

Summary:  error when savin "default_incoming"

Original Submission:  hi,
i get a strange error when trying to save the "default_incoming" aka 
"incoming_directory" path from the web-interface and the console, even if i 
edit the variable in downloads.ini! it's always set to "0", seems as there are 
some variables mixed up, maybe "incoming_priority" or something like that? the 
sancho gui doesn't display the input field for "incoming_directory" at all, 
after updating....
