Summary:  Blacklisted servers are connected

Original Submission:  using core 2.5-21a from spiralvoice

server_black_list in donkey_ini does not prevent edonkey servers from being 
connected. I even tried the following:
- stop mlnet
- edit file_sources.ini and servers.ini, removing all occurrences of the 
blacklisted servers
- start mlnet again
After some days, blacklisted servers are again in servers.ini and 
file_sources.ini (which might be OK, dunno), and mlnet definetely connects also 
to the blacklisted servers.

Tested on release-2-5-25 and release-2-5-26, compiled from CVS.
Works as expected: mlnet still tries to connect to blacklisted servers as long 
as they are in the servers list. After some time, they get removed from the 
servers list and don't appear again.
Bug can be closed.
