Summary:  [BT] Missing STOP signal for seeded files on shutdown

Original Submission:  I think that the STOP signal ("event=complete"!?) isn't 
send for seeded files on core shutdown. Its working fine for files which are 
still in download progress. Furthermore if a download is finished, there will 
be no additional upload until the file gets commited.

[Enhancement] Perhaps its possible to list seeded files in the transfer list?
