Updating of block_list was drastically speed up due to patch 3165. I would 
suggest not to use filetp to load a new blocklist, instead use cron and wget to 
download a new list. A prebuilt script and merged blocklists are available here:

overload (adding an update time limit (once per day or week) or a check for 
changes in the file would prevent problems due to excessive list downloads)
