Summary:  win32 shared directories malfunctions

Original Submission:  upload is not working on files that does not have write 
access - first they appear in uploads list with 0 hash, MLDonkey perform 
hashing, then they dissappear. after core shutdown, files hashes can be found 
in .ini files. but when starting core again, files are not being shared (does 
not appear in uploads list and no client downloading them).

if i give write access to files, files are shared and being uploaded. but, 
there is another problem - MLDonkey modifies "last modify time" timestamps on 
files. therefore rehashing became infinite - core hashing files, modifies 
timestamps, and after some time discovers "new" files.
