Summary:  yet another weirdness !

Original Submission:  max_concurrent_downloads = 30
files in progress to be downloaded are given priorities so that mldonkey should 
download them in the order i'd like to.
I have small queued files (<4MB) with a low priority that get downloaded and 
finaly stay at 100% without being commited...
