fix:
set allowed_ips "127.0.0.1 192.168.1.101 213.255.255.255"

for allow ip 213.*.*.*

This maybe as simple as your not puting the ip's in quotes.

If you are going to set the allowed_ips via telnet you 
would type:

set allowed_ips "127.0.0.1 192.168.1.101 213.xxx.xxx.xxx"

and that will add all ips.
