[Mldonkey-bugs] strange behaviour with 'master_server_min_users' option

hi!

i noticed a possible bug in mldonkey: when i change the options 
'master_server_min_users' in the download.ini file and enter some value, i.e 
1000 then mldonkey seems to not recognize this. (mldonkey is killed before the 
file is edited and then restarted. everythings works fine too: mldonkey 
normally starts up and you also can see the change in the 'download.ini' file. 
but nonetheless he again connects to servers with much lower users...
so is this a feature that was meant to be implemented but has been overseen?
