When you limit mldonkey bandwidth to nBps bytes per 
seconds, each connection ready to receive data is 
allowed to read nBps/nrcs (number of ready 
connections). With priorities, a connection is allowed 
to read more if it downloads a priviledged file. 

Since edonkey connections already have a bandwidth 
power of 5 (they can read 5 times more than other 
connections), the connection can read:

(5+priority) * (nBps/nRcs)

Moreover:
- priorities should always be positive (default is 0)
- you can set it to 30 for example
- it has just been added, not tested a lot
