I dont think it is a good idea to drop packets.. its wasted Bandwidth for
both sides.
I would implement priorities like this:
A file with
high priority gets seached for more often. A file with low priority less
often. That might boost the high priority ones a little.

I'm not a programmer, but I can try to explain more technically what should
priorities do, base on my poor qos knowledge :
with kind of an ingress policy, it's possible to drop incoming packets.
So it's possible to control what's incoming...
A high priority download would be able to borrow bandwidth to a less important
one.
It's possible to do it, for sure, cuz QoS services can...
