I have the same bug. 

The following file is 'un-downloadable' for me. I restarted 
the download 2 times and always the same chuncks stayed at 
0. The downloaded size reached > 200%.

I tried the last CVS version 1.16, 1.15 and 1.10.

workaround that works for me: pause the download, use 
"verify all chunks", then resume.
