[PATCH] maint: update to latest gnulib

* m4/gnulib-cache.m4: Regenerate.
* src/builtin.c (m4_ifelse): Use STREQ.

It's a new month; time for newer gnulib.  In particular, this fixes
several (but not all) test failures on Haiku Alpha 2.
