Gnulib-tool supposedly already supports the creation of multiple
libraries; in fact, Bruno uses three separate gnulib libraries in gettext.
~ It's just that I haven't taken the time to figure out how he did it.  The
problem with master's current approach is that we have one library and a
set of hand-copied files, where the hand-copying no longer benefits from
the power of gnulib-tool (ie automatic updates, license rewrites, symlinks
during development, ...).

I'm seriously thinking of releasing m4 1.4.12 this week, and including the
stackovf branch as part of that release (it is quite orthogonal to the
rest of my recent m4 changes).
