Allow configuration choice in syscmd shell.
* configure.ac (SYSCMD_SHELL): New test.
* src/builtin.c (m4_syscmd, m4_esyscmd): Use it to avoid
hard-coding the shell location.
* doc/m4.texinfo (Syscmd, Esyscmd): Document this.
* README: Document new configure option.
* NEWS: Likewise.
