Details:

When using RAW API and windows port, there is always an assertion when trying
to initialize lwip.

Assertion "CryptGenRandom failed" failed at line 88 in
..\lwipcontrib\ports\win32\sys_arch.c

Patch attached will check if the port hadn't been initialized when NO_SYS==1.
