Hi,

You can disable adaptive rate control by setting 
"adaptive_rate_control=0" in the [net] section of your .linphonerc file. 
You can also enable/disable it in the codecs tab of the preferences.
If you want to disable rtcp, set "rtcp_enabled=0" in the [rtp] section 
of your .linphonerc file.
