A-ah, found the deal.
The speex_echo.h file is in package named libspeexdsp-dev, whereas
the poor little dir content is from libspeex-dev.
I still think ./configure should check for speex_echo.h if that's
what's needed, and maybe mentioning dsp somewhere would be useful.
