There are other more "dynamic" ways. Two (similar ones) I can think of 
are the "simple_ui" and "hidden_widgets" configure parameters in the 
[GtkUi] section.

hidden_widgets contains a list of widgets which will automatically be 
hidden dynamically at start. You could have the new tab part of that 
list as default and remove it in your installations.

simple_ui contains a list of widgets that will be hidden for a simpler 
UI. Turning on/off the advanced UI is done via advanced_ui (a boolean).
