What I see in the linphone-video window is a green background
with a few pixels in it. Obviously some data is coming in as the
pixel continously change. And that's the difference to the 3.0.0
release which showed up a green window only.

Just imagine the few pixels you see are continously changing but
typically not changing the area where they show up, it depends
on the chosen resolution which part of the window contains
changing pixels, but obviously it's not the image the camera
takes.
So I think linphone just misinterprets the data coming in from
the camera device? I wonder if it's possible to capture the raw
data stream and if this would help to find the problem.
