CVS lacks a 'move' command, doesn't version directories, so changing
directory structure is a huge PITA.  Maybe when one of the newer
version control systems is more robust/finished...

No idea why it is that way though.  The whole standard is written for
native code anyway and fails to define what should be done with
Python, Lisp, Java, Scheme, Perl, whatever...
