libtool's hydra recipes

Hi all,

I do plan to make the libtool-master [1] CI working if possible, rather
before I eventually start processing new release.

I'm just curious about the possible work-flow.  Is it so that we usually
push the fix into hydra-receipes.git first, and wait "some time" whether
the fix helps -- or am I rather expected to do the testing on localhost
and then submit the patch?
