Indeed, the default for CONTENTS_OUTPUT_LOCATION is now 'after_top' in the
default case. If you want to have it appear where @contents is, you
should change it to 'inline'.
On the command line, that would be:
texi2any --html -c CONTENTS_OUTPUT_LOCATION=inline manual.texi
