[Help-gnu-radius] NOT writing wtmp record

Account logging for 2 Shiva-access-servers has stopped.
Our radius-server writes for all accounting requests
We use radius-1.2 on redhat linux.

For every accounting-request of one the shivas I get a line:

in radius.log

In tcpdump the accounting requests of the shivas like like this one:

Is the empty user the reason?
Does someone know how to configure the shivas to get an
username?
