[Help-gnu-radius] Limiting Users

Can anyone tell me in plain English how to limit users to one dialup at a time, 
so they cannot pass around their usernames and passwords to others to login?

I read through the manual and found it, but some of the files it discussed do 
not exist for me and I didn't quite understand it.  Could anyone help?
