when I build RPM
by default
--sysconfdir=%_sysconfdir
this is mean /etc

And when i trying do
make install DESTDIR="../build-root"
It copy all conf files to dir /etc/raddb but under user i have't
permission for writing to that, another executable file
(radiusd, radctl and etc) it's copy correct in my build-root dir
