Presumably your request is that `recentf-mode' be
turned ON by default. That puts submenu `Open
Recent' on the `File' menu.
But should users have to customize Emacs to turn
`recentf-mode' OFF, if they don't want it on?
Dunno.

It might be good to have the menu _available_ by
default (it's not, now), but have the mode OFF
by default.
And the `Open Recent' menu, which offers more
than just opening a recent file anyway, should
have an item for turning the mode on/off.
IOW, by default: have recentf stuff on the File
menu, but don't turn the mode on. And let you
turn the mode on/off (remembering or not) using
the menu. That would aid discovery, and make
the menu more useful.
And maybe, since it isn't just about opening a
file, the menu should be called something like
`Recent File'.
