I think this is too radical, even impractical. There's no need to
translate the language and the identifiers, we need "only" find a way
of providing their equivalents in other languages where that matters.
For example, a *Help* buffer describing a variable could include a
line which interprets the important parts of the variable's name in
the target language. Or something along those lines.
