This construct isn't used anymore since Tramp 2.3.0. You could switch
either to the development version of Emacs 26, or install the recent
Tramp 2.3.1.

Internally, Tramp calls `start-process-shell-command'. Binding
`shell-file-name' to "/bin/bash" might help (not tested).
