I think the the X oriented way (xmodmap xkb setxkbmap etc) is not bearing any 
fruit.  The 8x255 matrix is easy to visualize/handle. Its the modifier keys 
that are giving me too much hell.

SO for now I'll just use some normal key (say scrolllock or insert)
capture it in emacs (not X) to toggle a flag
use that to 'multiply' a keyboard layout by 2
