As yet, nowhere. You have to create the file yourself. Normally, it
will be in your home directory. To create it, do
C-x C-f ~/.emacs <CR>
(i.e. "control x, control f, type in "~/.emacs", then hit carriage
return)
Edit away to your heart's content.
