Not necessarily. Xterm is usually restricted to the eight ANSI colours. And the color-there.el package is meant for GNU Emacs running freely as an X11 client.
What would be a good xfree86 terminal emulator with plenty of colors?
This month there was a thread about more than eight colours in an xterm. It needs a hacked termcap/terminfo entry and, if memory serves me well, a CVS version of GNU Emacs. Both, fetching GNU Emacs from CVS, configuring and making it plus more than eight ANSI colours can be found in the archives, January 2005.
